Multi Skill Training Institutes (MSTI), Block Level 

India has about 2,500 geographic blocks which have been identified with an opportunity to create quality infrastructure for delivery of skill development training. Ministry of Skill Development and Entrepreneurship envisions to create access and reach for skill development training, quality training infrastructure needs to be set up at the block level.

Corporates are encouraged to participate in the set-up of MSTI’s at the block level through the CSR route to serve the disadvantaged communities and create viable skill eco-system at the block-level. NSDC invites interested organizations/corporate houses/individuals to create skill development training institutes at the block level. The Block Level Multi Skill Training Institute would be expected to ensure the following:

  1. Serve as a Multi Skill Training Institute at the block level and create aspirational value for skill development. The MSTIs shall have to adhere to the National Council for Vocational Training (NCVT) norms, standards and guidelines. The institute shall also be nodal centres for the delivery of the short term courses under PMKVY, the long term schemes for Craftsmen & Apprentices like CTS, ATS and, can also act as Basic Training centres for fresher candidates engaged as apprentices in establishments. These MSTIs shall be affiliated to NCVT and qualify as PMKVY training centres as per the centre accreditation and affiliation process defined in the PMKVY guidelines.

  2. These institutes shall be responsible for localized delivery of skill development training and should aid in enhancing the last mile connectivity via involvement of Panchayat Raj institutions like Gram Panchayat and other local administrative bodies.

  3. The MSTIs will require active participation from the industry and meets aspirations of the local youth.

  4. Develop an operational plan covering all aspects of activating training at block level with action plan for operationalizing the centres, mobilization of candidates, development of localized training content, placement linkages etc.

  5. The applicant shall do a financial viability of opening such centres and propose the sectors for training and the trades in which the training shall be provided at each of the MSTIs.

  6. The project explores the possibility of providing support in the form of soft loan to cover up to 70% of capital cost including construction of building, machines, equipment and tools as per NCVT norms but excluding cost of land.

  7. MSTI created shall not be provided any funding support towards their operational cost, they will have to develop a viable skill development model through a combination of fee based revenue for the courses delivered, grant revenue through participation in government sponsored schemes and also tap revenue through CSR from corporates.
